Council Minutes 10.11.22

Hanska City Council – Regular Meeting

October 11th, 2022

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Pledge of Allegiance was recited.

Geiger moved to approve the agenda. Seconded by Miller. Motion passed.

Matt from Bolton and Menk was present. Final Assessment Hearing was held for Summit Street project. 4 residents attended, they voiced concerns about the grade of the street and sidewalks. Matt said there is a 2-year warranty and if there are issues, they will be addressed at the end of the warranty. Matt went over the Assessment of 3.25% for 20 years.

Miller made a motion for Resolution 2022-8 Adopting Assessment. Strom 2nd the motion. Resolution passed with all in favor.

Geiger moved to approve minutes from September 12th and September 26th 2022. Seconded by Miller. Motion passed

Miller moved to approve City and Muni claims. Seconded by Strom. Motion passed.

Muni- Clerk gave updates on MUNI. Manager Katie gave a 2-day notice on September 22nd. MUNI was open September 28th and 29th with a $2.00 sale to use up kegs and open bottles.
All beer that could be returned was sent back for a refund. Clerk is going to find out about liquor. DJ for October 29th has been cancelled. Eddy Dingman took a tour of the MUNI on October 6th; Eddy is very in interested in the MUNI and wants an update after the City Council Meeting.

Library- Mayor Vee gave update. Wine pull is October 14th 5:30-7:30 at the Last Chance, beer and cider tasting is November 18th 6:30-8:30.

Public works- Water meters are half done. Paving of alley was brought up, City can’t afford to have this done. Teri from the MPCA did the inspection for the City of Hanska, everything went well, she did bring up the point-of-sale ordinance and asked what the cities plan is for this.

City Clerk- Clerk is going to do another order of Hanska clothing along with hats and travel mugs for Christmas. Clerk is still sending out water shut offs, per law water can be shut off in winter as long as it’s not used for heating. There were some issues with the water meter exchange on the billing side but those have been fixed.

Open- Mayor Vee said the Bandstand has been painted.

Council Minutes 11.14.22

Hanska City Council – Regular Meeting

November 14th 2022

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Pledge of Allegiance was recited.

Geiger moved to approve the agenda. Seconded by Miller. Motion passed.

Larson moved to approve minutes from October 11th. Seconded by Strom. Motion passed

Strom moved to approve City and Muni claims. Seconded by Geiger. Motion passed.

Muni- Clerk gave updates on MUNI. Eddy would like to meet with city council in the next 2-3 weeks. Eddy has more questions, depending on the outcome he will make an offer on the MUNI. Eddy has been communicating with clerk. Eddy has gotten insurance info, looked into a food license. Johnson Brothers took back 41 cases of liquor, Break Through will not call back. Workers’ comp and liquor liability insurance has been cancelled for 2023. Clerk did keep the buyer’s card just in case council makes another go at the MUNI. Cable and garbage have been cancelled.

Library- Mayor Vee gave update. Beer and cider tasting is November 18th 6:30-8:30 at the Last Chance. $10.00 per ticket to taste the different drinks. There will be a raffle, $2.00 per ticket to enter. Wendy is still out and is hoping to be back around Christmas. Roxanne Oscarson has applied for part time library help. Council has approved her; Clerk will run the background check. Christmas in Hanska is scheduled, clerk ordered more Hanska items to be sold that day.

Public works- 40 water meters left. The cities north shed is about a 1/3 on the coop property. Dan talked to Jerry at the coop about getting a price to purchase the land that the shed sits on. Jerry will bring it up at the next coop meeting.

City Clerk- $1300.00 was billed in November for unmetered service, this is for anyone who didn’t get their meter updated by the end of October. 14 water shut offs were sent out in November, 2 water shut offs were done in October. Clerk brought up cell phone reimbursement, cities amount now is $25.00 per month, most cities are $40.00-50.00 per month. Larson made a motion to up cell phone reimbursement to $35.00 per month. Seconded by Geiger. Motion passed. Thor Nelson from the MN Department of Natural Resources called because he got a complaint from a city resident about recycling blowing from bins. Thor also said this resident called the MPCA about this. Clerk told Thor that the city put up a camera and has sent pictures to planning and zoning for unlawful dumping, nothing has been done after this point. Thor said call the Brown County Sheriffs office and see what they say. Sheriffs’ office said they are unsure of who should be the complaint RVS owns the bins, program is run by planning and zoning and bins are on city property.

Last Chance Saloon applies for the 2023 liquor license.

Strom made a motion to approve Resolution 2022-9 Granting Liquor License to Mark Cooling at Last Chance Saloon. Seconded by Geiger. Motion Passed.

Council Minutes 12.12.22

Hanska City Council – Regular Meeting

December 12th 2022

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Geiger moved to approve the agenda. Seconded by Miller. Motion passed.

Larson moved to approve City and Muni claims. Seconded by Strom. Motion passed.

Muni- Clerk gave updates on MUNI. Eddy and his wife would like to meet with Dan and Cinnamon on Friday December 16th after 10:00. Eddies wife has not seen the MUNI and would like to talk a look around before any offer is made. Sara the auditor came on December 8th and did the year end MUNI inventory. This has the inventory price set if the MUNI sells. Clerk said there should be a special meeting called by year end to either review an offer, vote to permanently close or try and open back up.

Library- Mayor Vee gave update. Christmas in Hanska went well, library board has set the date for the Spring Fling – April 1st 2023. Clerk presented Library budget, Brown County 2023 funding is 17350.60, clerk said that the board needs 3450.00 in donations this amount is up from 2022 year due to pay increase for Wendy. Library board is working on grant applications. Miller moved to approve 2023 Library budget. Seconded by Geiger. Motion passed. Sarah from brown county has the 2nd half the levy payment.

Public works- Tauer is still working on water meters. Council talked about what to do with the warming house. Strom said he didn’t think it was a good idea to leave the warming house open without someone working it, council agreed. Council decided to close the warming house and see what kind of public feedback the city gets. Tauer has started flooding the rink.

City Clerk-

Miller moved to approve Resolution 2022-10 Designating Annual Polling Place. Seconded by Larson. Motion passed.

Clerk presented the budget for the city. Larson asked for the clerk to clarify the levy amounts. Clerk said the general amount keeps up with the cost increase amounts from city vendors. The Bonded Debt Service amount is the Summit Street Project payment that needs to be paid in 2023.

Strom moved to approve Resolution 2022-11 Resolution Approving the Year 2022 Tax Levy Collectible in The Year 2023. Seconded by Miller. Motion passed.

General Use 137,500.00

Bonded Debt Service 151,000.00

Total Levy 288,500.00

3 water shut offs sent out in December. Clerk said that one resident who was given a water shut off parked their car over the curb stop and didn’t pay their bill. Clerk called the sheriffs office, deputy said to call the City Attorney. Attorney sent the resident a letter saying there is an ordnance saying a curb stop can’t be blocked and they have 72 hours to move their car and pay their bill, if not done in 72 hours there would be legal actions taken and all costs would be assessed to property taxes. This resident did pay their bill and move the car. Clerk has moved up the water bill due date by 2 days, now due the 28th of the month.

Open- The cities north shed is about a 1/3 on the coop property. Jerry from the coop gave Dan a price of $15,000.00 to buy 1.52 acres from the coop (normal lot is 75×150). Dan had told him that was to much for that land, Jerry said he would go back to the coop board. After discussion City Council agreed that $15,000.00 is way too much, council thinks $5,000.00 is a better amount for land  that can’t be farmed. Garbage being placed in the recycling is getting better. Dan has been getting estimates to paint the top of the community center.

Cooling $2275.00, Paint Boy 1,934.00, B&B hasn’t sent their bid yet. Birds have been nesting in the top and Tauer will take a look.

Resident Corey Krebsbach was in attendance, Mayor Vee gave the floor to Krebsbach. Krebsbach said he has an issue with the City Clerk and a $10.00 late fee on his bill. Krebsbach stated clerk had taken the late fee off of his September bill and added it back on his next bill. Krebsbach stated clerk told him she gave discounts to her friends and family in town and has the authority to do this. Clerk said this is incorrect, Krebsbach paid his bill on August 24th and not again until October 31st. Clerk said when she does utility billing on the last day of the month, she does not charge a late fee for that month for ANYONE in town (bill is current to that date) because they have until the end of the day to pay. If a resident has not paid by the end of the day their bill is LATE and there is now a $10.00 late fee. Bill says on the top amount by due date, amount after due date has the $10.00 added in. Krebsbach stated he paid his bill on October 31st, but hadn’t paid his September bill on time and feels he can pay his bill whenever he likes. Clerk said she only has 3 family members in the state and they don’t live close to Hanska and does not give out “family discounts”. Strom asked why he doesn’t set up ACH payments? Krebsbach said he doesn’t trust that. Mayor Vee said that if you pay your bill on time there will never be a late fee.

Council Minutes 1.9.23

Hanska City Council – Regular Meeting

January 9th, 2023

Muni- Clerk gave updates on MUNI. Eddy and his wife didn’t make it in December due to illness, they are planning on the 3rd week in January to look at the MUNI.

Library- Mayor Vee gave update. Wendy resigned from the library director position on 12.28.22. Roxy and Rhonda are filling in, Library is open Monday-Thursday 5 hours each day. There have been no applications for the director position. Spring Fling – Has been moved to April 29th 2023. Ann Grunert is working on a Grant from the REA.

Fire Department: Larson said Hanska Fire Dept appointed Mikale Gustafson as fire chief pending City Council approval. Geiger moved to approve Mikale Gustafson as Hanska Fire Chief. Seconded by Larson. Motion passed

Public works- Tauer has been spending a lot of time on snow removal, Paul Thordson has been helping with snow removal. Vee had placed Please Move Your Vehicle on several vehicles around town, all but one moved for snow removal. EDA apartment roof needs to be cleaned off, Vee said he would help Tauer.

City Clerk-

Miller moved to approve Resolution 2023-1 Stating Annual Designations. Seconded by Kjelshus. Motion passed. THEREFORE, BE IT RESOLVED, that the following designations shall be made for 2023:

1. The official newspaper of the City of Hanska shall be The Hanska Herald.

2. The primary depository of the City of Hanska shall be Alliance Bank.

3. The City Attorney for legal advising, litigation and prosecutions shall be Jared Peterson.

4. The Acting Mayor who shall preside and perform duties in the absence of the Mayor shall be Jason Geiger

5. The Acting Clerk/Treasurer who shall perform duties in the absence of the City Clerk/Treasurer shall be Lisa Miller

6. Liaison for the Library board shall­­­­­­­­­­­­­­­­­­­­­­­­­­­­ be­­­­­­­­­­­­­­­ Daniel Vee

Kjelshus moved to approve Resolution 2023-2 Access to Bank Accounts. Seconded by Larson. Roll call conducted. All members voting yes. Motion passed

The City Council hereby decrees that only the following individuals shall have the authority to make withdrawals from, sign checks related to, or otherwise remove money from any checking, savings, or other account owned or controlled by the City of Hanska:

RVS emailed City Hall asking if the city could help get the word out the trash cans need to be put on the street due to new ALS truck not being able to fit in the alleys. RVS would like trash cans to be on street all year long. Clerk said they could put something on Facebook. Council said RVS should have contact info for their customers and let them know. Bolton and Menk is working on the survey for the land purchase from Hanska Coop and Sowers 007.000.001.02.020 Sowers put buildings on city land. City Attorney is working on the land purchase between the City of Hanska and Hanska COOP parcel 180.019.002.04.050 the city attorney is the attorney on record for the Hanska COOP, clerk will need to sign paperwork saying this is okay.

Council Comments: Vee talked to one of the landlords and they are working with their renters to clean up the property. Geiger brought up warming house and leaving it open all the time. After discussions council decided to open the warming house after Tauer puts cameras up and puts a cover over the thermostat. Bathrooms will remain locked. Larson brought a paint sample for EDA, new tenant would like to paint all walls a light Grey Color, they will cover the cost of paint. Council approved paint color.

Council Minutes 2.13.23

Hanska City Council – Regular Meeting

February 13th, 2023

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

Open Citizen Comments: Herb Knutson was in attendance. Herb is the owner of 209 Pub & Grill and Kaiserhoff in New Ulm. Herb wanted to know what was going on with the MUNI, he is interested in the MUNI and scheduled a walkthrough on Wednesday February 15th at 10:00am. Herb thinks the value is only the cost of the building, equipment is with worth pennies on the dollar. If property appraisal is done could possibly split the cost.

Kjelshus moved to approve minutes from January 9th 2023. Seconded by Larson. Motion passed

Miller moved to approve City and Muni claims. Seconded by Geiger. Motion passed.

Muni- Clerk gave updates on MUNI. Last date of contact from Eddy was on 1/20/23 at that time Eddy didn’t give a date to look at the MUNI. Clerk said that Furth-Meile insurance was interested in the library building if the city would want to sell that and move the library into the MUNI building, there wasn’t much discussion after Herb Knutson showed interest in the MUNI.

Library- Mayor Vee gave update. Roof is leaking under the roof extension; Vee repaired the damaged sheetrock. Sheetrock is damaged again; Vee is talking to a contractor on the next steps. Contractor thinks the sheetrock should be removed to see where the water is coming in. Tauer said there is tin, insulation and tin. Tauer thinks if the sheetrock is removed you still won’t be able to see where the water is coming in. Revised bylaws were adopted, with a 5-person board 1,3,5-year terms. Becky Vee as president, Deanna Zea vice president and Anne Grunert as secretary treasurer. Amy Byro was interviewed for the Library Director position, interview went well Byro’s background check came back good and has accepted the job and will start after council approval.

Geiger moved to approve Amy Byro as Hanska Library Director. Seconded by Larson. Motion passed.

Fire Department: Larson gave update. HFD is looking into a grant for SCBA. Fire dept would need 16 packs, 25 masks plus 16 more bottles. If they received the grant, they would be required to replace the equipment again in 10 years. The cost to purchase the equipment is $100,000-125,000.00

Public works- Water main break on Viking Ave this caused two fire hydrants to crack, M&R Paving did the repair. City only has to pay for the hydrant parts not the repair cost.

City Clerk- Bolton and Menk completed the survey Sowers 007.000.001.02.020 Sowers had put buildings on city land. City Attorney put together a letter to send to Sowers giving them the options to purchase the land from the City of Hanska. Council agreed on the price of $1500.00 to sell the city land to Sowers. Clerk will send letter and survey from Bolton and Menk.

Clerk is looking into bulk salt for the city and if this would save money. Company is Step Savor out of Morton, they would deliver to a bulk tank in the city. City wide clean up date was set for Thursday May 18th, Friday May 19th and Saturday May 20th. Hanska Repair has requested approval from the city to apply for a dealership license. Hanska Repair is purchasing semi-trucks repairing them and selling, a dealer’s license will help them with this process.

Geiger made a motion to allow Hanska Repair to have a dealer license. Seconded by Larson. Motion passed.

EDA meeting was called to order by Mayor Vee at 7:09pm. Members present: Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

The EDA meeting was to discuss a pet deposit and yearly inspections. Clerk brought up that the EDA allows pets for a $25.00 monthly fee, but no pet deposit is required. There has been damage in the past due to pets, the damage deposit didn’t come close to replacing all the carpet. After discussion council agreed to a $350.00 pet deposit. Council also discussed adding a yearly inspection to the lease, council agreed to add this to the lease to be done in June every year.

Hanska City Council – Regular Meeting

March 13th, 2023

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

Open Citizen Comments: One citizen in attendance, had no comments.

Geiger moved to approve minutes from February 13th, February 17th and March 6th 2023. Seconded by Larson. Motion passed

Miller moved to approve City and Muni claims. Seconded by Geiger. Motion passed.

Muni- Clerk gave updates on MUNI. City attorney has the purchase agreement done, Paulson’s need to sign and put down the $2500.00 as earnest money. Clerk stopped the MUNI phone, Paulson’s can keep the bar number if they want. Spot On has been stopped, support for the POS system.

Geiger moved to approve the Purchase Agreement between the City of Hanska and OneEleven LLC. Seconded by Larson. Vote was taken. Larson Yes, Kjelshus Yes, Miller Yes, Geiger Yes.

Library- Clerk gave update. Board has decided on brats, hotdogs, beans, sauerkraut and water, this will be a free will donation. Amy has started the training through TDS and new computer system is up and running.

Fire Department: Larson gave update. Fire Department is looking for a grant writer.

Public works- No updates.

City Clerk- Clerk went over the policies of council members talking outside of meetings. Clerk went over the 2023 fireworks, there are some changes on the items Tauer went over the items with the sales rep. Cost is $7200.00 again this year. Clerk got bids on metal hanging flower baskets. Price of the 16″ wire hanging baskets that use the moss mat liners is $ 45.00. Each year the moss mat would need to be replaced cost is $15.00 (this would be additional to the $45.00 for the first year.) The total cost for planting, up keep on the baskets for the growing period would be $95.00.  Council said to go with these flower baskets, after the 1st year the cost is the same as the past, the baskets will be much nicer. Juneteenth is now a federal holiday and needs to be adopted by the city.

Miller moved to adopt Juneteenth as a Paid Holiday. Seconded by Kjelshus. Motion passed.

Council Comments: Larson asked about the status of Sowers land purchase. Clerk said the city attorney is working on it. Vee brought up garbage/junk in people’s yards, clerk will send out letters and remind them of spring cleanup and there is no additional charge to them. Vee wanted to know thoughts on Waste Management and recycle bins also being put on the street, Geiger said yes but they city can’t go back on that in the future. Vee also brought up a map being added to the Welcome to Hanska letter.

Council Minutes 4.10.23

Hanska City Council – Regular Meeting

April 10th, 2023

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

Geiger moved to approve the agenda. Seconded by Larson. Motion passed.

Open Citizen Comments: Steve Olson was in attendance. Olson purchased the lot at 400 4th St with the intention of building a shed. Council approved the building of a shed in 2022. Olson stated that he still intends to build a shed but it won’t be for a couple of years due to supplies and contractor issues. Olson would like approval to place two shipping containers on the property for two years to store building materials as he gets them. Olson said he would place the containers on a bed of rock, there would be no words on them they are newer clean containers. Clerk stated she had talked to the city attorney, attorney stated there are two city ordinances that would keep shipping containers from being placed within the City of Hanska. 71.08(D) and 92.19. Geiger said he didn’t see a reason to not allow Olson to place the containers as long as they are nice and kept up. Larson and Kjelshus went back and forth on allowing containers and setting a precedent that others can do the same. Miller stated that if containers are clean and good shape city could possibly allow them temporary. Council brought up that if he doesn’t remove the containers in two years how will the city get them removed, city attorney would have to get involved. Mayor Vee voiced his concerns about going against city ordinances and once you do this you have sent precedent and you can’t undo this. Council did agree that legally the city can say no to shipping containers being placed inside city limits. Clerk said that if council allowed the containers Olson will need a building permit. To get the permit he needs to mark the spot, Tauer will check the setbacks. If set backs are correct he could get a building permit. Council members agreed to allow shipping containers to be placed for two years on Olson’s lot at 400 4th St.

Muni- Clerk gave updates on MUNI. Paulson is working on his part of liquor license. Pioneer Bank called to get the abstract to finish the title work. The closing date has been pushed off a few days due to other delays. Sale should close the week of April 24th 2023.

Library- Vee gave update. Library has new hours for the month of April Mon, Wed, Thru, Fri 1-5pm and Tue 3-7pm. Amy is trying out different hours to see what works best with the community. Vee said he told Amy that come summer time she might want to add in morning hours. Amy has added a from for a person to fill out if they don’t like/agree with a book on the shelf. Amy also has added a child policy due to parents leaving small children at the library unsupervised.

Fire Department: Larson gave update. Just under $70,000 in FD checking account. FD is working on getting internet in the building NUVERA is saying they have to pay the business rate of 150.00 per month. Wellmann is trying to see if they can get a better rate. FD is getting 6 new radios and charging stations for $19,500. Mikale got a grant for $5,000.00 FD is paying the remaining cost. FD is looking into new SCBA’s for a cost of $140,000-$150,000.00. FD would pay ½ and want the other 3 entities to cover the rest, City of Hanska, Lake Hanska and Linden township.

Public works- Tauer has been working on alleys will start street sweeping next week. There is about 40 water meters left to install, with the winter season over these will get scheduled.

City Clerk- Clerk asked to set the Hanska Night Out date, date has been set for Tuesday August 22nd. Clerk will reserve two bounce houses and face painting. Women of Today might be able to help cover the cost of the meal. Clerk sent out 19 water shut offs; date is set for Wednesday April 19th. City Hall is moved, internet is set up and there is now guest Wi-Fi in the community center. City attorney is finishing up the Sowers land purchase, he had been working with Bolton and Menk on the setbacks.

Council Comments: Larson asked if the utility payment box will be moved to the new city hall location, Tauer will work on this. Vee and Geiger will be going around to homes with lots of junk and garbage in their yards and reminding them about spring cleanup.

City Council Minutes 5.8.23

Hanska City Council – Regular Meeting

May 8th, 2023

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

Pledge of Allegiance was recited.

Geiger moved to approve the agenda. Seconded by Larson. Motion passed.

Open Citizens Comments: Cullen Paulson informed the council that The Paulson’s will no longer be purchasing the Muni. They had an appraisal done of the building and what the building inside contains separated out. There are 90 days to transfer names on the paperwork. Cinnamon will send Paulson an email with information that he needs to move forward.

Kjelshus moved to approve minutes from April 10th meeting. Seconded by Larson. Motion passed

Miller moved to approve City and Muni claims. Seconded by Larson. Motion passed.

Muni-

Library- Spring Fling was a success. The library made $2704.73.

Fire Department- Larson gave update. Just over $69,000 in checkbook. FD received quotes for redoing the concrete in front of the fire hall. Wurtzberger quoted $18,500 and Isaacson’s quoted $20,000. After discussion FD decided to go with Isaacson’s due to the fact the FD will be able to supply manpower when needed and cut down on labor costs. FD will pay for half out of the Hanska Community Fire Assoc Fund and the other half will come from the Relief Assoc general fund. FD is going to get quotes for repainting the exterior of the fire Hall. FD is still working with vendors on pricing for SCBA’s. approx. price around $150,000.

Public works-

City Clerk- No water was shut off in April. 12 water shut offs were sent out in May. Dan and Cinnamon will sign the deed for Sowers to purchase land in front of the notary. Hanska Night out will be August 22, 2023. Air slide, bounce crayon, ice cream truck, Josh Norman, and face painting are all booked. Free hot dog meals and cookies will be available.

A resolution granting 3.2 Malt Liquor License to Hanska Baseball was presented. All members were in favor.

A resolution granting off sale liquor license to Mark Cooling at Last Chance Saloon was presented. Cinnamon informed the council that the council could approve the license, but Last Chance Saloon cannot sell any off sale until they get the approval from the state. All members were in favor.

Other- Geiger asked about walking around town before city wide clean-up and talking to property owners. This will be done on Tuesday. Tuesday May 23rd will be clean-up at the city park and baseball park. A fence will be put up in front of the Community Center, once it dries up, along with a couple bushes and some mulch.
