Hanska City Council – Regular Meeting

September 11th, 2023

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

City Clerk Moldan and Public Works Tauer are present.

Pledge of Allegiance was recited.

Kjelshus moved to approve the agenda. Seconded by Miller. Motion passed.

Open Citizens Comments: None in attendance.

Geiger moved to approve minutes from August 14th and 30st meetings. Seconded by Larson. Motion passed

Miller moved to approve City and Muni claims. Seconded by Geiger. Motion passed.

Muni – Clerk gave update on MUNI checking account, waiting on one more bill once that’s paid MUNI account can be closed and money transferred.

Library- Mayor Vee gave update. Hours for September are: Monday 11-3, Tuesday 11-3, Wednesday 2-6, Thursday 11-3, Friday 11-3. Didn’t go through the director job description, members were asked to review the description and come to the next meeting ready to go over it. Spaghetti dinner is set for Saturday October 21st, they are looking for help funding the meal. Lisa Miller said she can apply for a Thrivent grant. Becky B resigned from the board immediately. Amy is putting together a posting for the position.

Fire Department- Larson gave update. No meeting, only two members present.

Public works- Tauer gave the update. Tauer got a letter from MPCA about I&I reports not done for the permit, there was a mix up between Tauer and Bolton and Menk. Mayor Vee asked if anything needed to be done with this, Tauer said no it’s taken care of. Tauer does not have an estimate for the well due to engineers needing to be involved, this will increase the cost of the well. Tauer talked to Bolton and Menk and they brought up a USDA grant. Travis and Matt from Bolton and Menk with meet with Tauer and Clerk to go over options for the city. Clerk stated the process for a USDA grant takes a lot of time and usually the city has to bond the project first and get the grant money when the project is completed. Tauer will pressure wash the Stabbur to get it ready for stain.

City Clerk- Clerk found small-town cities grant through Deed that can be used for the city well or water tower. This grant is based on the income of the city. The city needs to be at 53% of an income guideline, Hanska is at 41%. Deed recommends the city do a rate study and see if the city can meet the 53% to apply for the grant. Clerk found two possible grants for the community center. The first grant is a 1 to 1 match and at this time the city doesn’t have funds

to apply for this grant. Second one is up to $10,000 clerk is looking into this for the steps. Clerk went over the insurance claim list from LMC. LMC Insurance approved $24,540.00 for the community center roof. The bell tower has been put on a separate claim. Park cleaning costs have been approved. The amount at the ball park is not finalized. Club house roof claim was denied due to maintance issues. Clerk presented the proposed 2024 budget and tax levy. The budget and levy as presented was at a 17% increase. Geiger asked why the levy is at that amount. Clerk said the city insurance is going up by 18%, general operating costs of they city went up, fuel, supplies, chemicals. The city is also adding an additional 4,100.00 to the library to balance the library budget. Members asked what can be cut from the budget to bring the levy amount down. Clerk said amounts that can be cut from capital, flowers, park and rec. After discussion council cut money from capital, city flowers and $500.00 from park and rec. After cuts the levy is at 12%, general $154,500.00 and debt $151,000.00 total amount of $305,500.00.

Council – Vee said there is $5,000 left in the Stabbur fund. Vee wanted to know what the city should do about snow removal on Broadway, city has been cleaning off the sidewalks. Should the city stop or make businesses pay? Nothing was decided at this time.

Hanska City Council – Regular Meeting

August 14th, 2023

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

Geiger moved to approve the agenda. Seconded by Miller. Motion passed.

Open Citizens Comments: 4 citizens in attendance Sagstetter’s, Rohlik and Hensch’s. Sagstetter’s own 103 W Blessum Parcel ID 00702400701011, they would like to purchase a small parcel of city property. A small portion of their shed is on city property they would also like to pave the driveway. Sagstetter’s had Bolton and Menk do a land survey and presented it to city council. Sagstetter’s asked council if they would be willing to give them the 0.03 acres of land? Sagstetter’s said if land is about $10,000 per acre and if you break it down 0.03 would cost $30.34. Sagstetter’s want to pave the drive way and would pave up to the city shop and Travis can drive and park on it, they asked if 3 inches of pavement would be enough for the tractor Travis said yes.

Larson made a motion to give Sagstetter’s the 0.03 acres of land. Geiger seconded the motion. Roll call was made, Larson Yes, Kjelshus Yes, Miller Yes, Geiger Yes motion passed.

Clerk will follow up with city attorney to get the land transfer started.

Hensch and Rohlik presented paperwork saying that city ordinances must be in the library, Mayor Vee said the clerk would look into it.

Muni – MUNI sale closed on Monday July 31st, clerk and Mayor Vee signed paperwork in Mankato. One of the air conditioners broke while city still owned it, Nilson fixed that, Paul’s Electric fixed the wiring for the AC, and a plumber fixed the leaking sink. Once these bills are paid the MUNI bank account can be closed and funds transferred to cities general account.

Library- Amy update. Open house is scheduled for Tuesday August 22nd to coincide with the Hanska Night Out. Spaghetti dinner is planned for Saturday October 7th at the community center. New patrons have been coming to the library, hours will be changed in September to add a couple of evenings. Amy will be attending the county commissioners meeting Monday August 28th to try and get more funding for the library.

Fire Department- Larson gave update. Checkbook balance is 54,347 invoices paid, REA 190.00, NUVERA 48.00, CRC 421 and Hanska C-Store 200.00. Fire Dept was at the Brown County Fair tractor pull. Concrete slab is done, cost of $16,995.00. The FD saved 38 hours of labor by removing the old slab themselves. Anderson gravel donated all the gravel. Larson asked if the city would split the $2976.00 MR Paving billing for the repair work in front of the fire hall. The FD does not want to ask all the entities to spit a small amount and would like save that for bigger ticket items. Council said yes to a 50/50 split. Larson is getting estimates for painting of the fire hall; Paint Boy can’t get to it until late 2024. Bill Thormodson estimates came in at $5,600 and can do the work this year, no decision has been made.

Public works- Tauer gave the update. Street sweeping is done, alleys will be started next week. EDA #4 is almost done, move in date is September 15th. Sign on Viking will be repaired. Wurtz is okay with the city using his driveway by the north shed.

City Clerk- City did not receive the Southern MN Small Town Cities grant for the community center. Clerk presented Encompass engineering reports for the community center and club house. League of Minnesota Cities Insurance is still denying the claim on the club house roof due to poor construction. LMC is covering the water damage inside the building, clerk is working with LMC adjuster and Netzke Construction to try can get the roof covered. It’s looking like LMC will cover the community center roof, not a 100% guarantee but a good chance. Trees will need to be trimmed up before roof and be done. LMC asked for more information on the tree and batters’ eye clean up, clerk sent that information. LMC is finding another engineer to look at the sewer ponds, there was water erosion after the May storm. Clerk gave update on Hanska Night Out, clerk got donations from restaurants and New Ulm Area Gymnastics to make a couple of door prizes. Lake Hanska Church would like to set up a table at Hanska Night Out, council said that is fine just ask them not to hand out ice cream so the business goes to the ice cream truck. Community Center was used for a wedding Saturday August 12th everything went well and they were very happy with the space. Clerk presented the 1st draft of the 2024 budget. Clerk said the library budget is done and is negative $4,480.20, the city would need to support this addition amount to keep the library open. Geiger said the city has been through this in the past with possibly closing the library, Geiger said to support the library, Miller said the library is good for the city, Larson and Kjelshus agreed. Council said to support the library for another year and see how it goes, library board and the community needs to get behind the library and get funding. Amy will check into other libraries and see how they get funding. Clerk said that if council gives the additional support this puts the city budget in the negative and would need to up the levy or cut capital amounts or other city programs, park and rec, flowers etc. Clerk said that when the city makes the budget there should be a list of items that need to be replaced and in how many years it needs to be replaced and divided that amount by the number of years and levy that amount each year. If the city cuts capital amounts that will hurt the city in the future. Clerk said no decision needs to be made today, please look over the budget and come to the September meeting ready to make a decision.

Geiger made a motion to approve an ordinance amending ordinance 30.11 fees and charges updated building permit fee schedule. Seconded by Larson. Roll call made: Larson Yes, Kjelshus Yes, Miller Yes, Geiger Yes motion passed.

Council – Vee asked about the bandstand it’s in rough shape and needs lots of repairs, roof will also need to be done in the next few years. Does the city keep putting money in take it down? Geiger said its one of the those that’s been part of the city, Larson said does the city just keep it don’t put any money into it and let it be? Vee also asked about the pergola that’s also in bad shape, does the city take it down and get a tent to use for city events? Vee and Tauer will look at it and see if they can make repairs. Vee said there is still some money in the business fund for the stabbur. Paint Boy will work on the bell tower on Thursday August 17th. Miller asked about the merry go round and if that can be repaired? Women of Today have some money they can use. Tauer said it’s not up to code anymore they need to be round.

City Council Minutes 7.10.23

Hanska City Council – Regular Meeting

July 10th, 2023

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

Open Citizens Comments: 5 citizens in attendance Sagstetter’s, Rohlik and Hensch’s. Sagstetter’s owns 103 W Blessum Parcel ID 00702400701011, they would like to purchase 10 feet of city property. A small portion of their shed is on city property they would also like to pave the driveway. Mayor Vee said to start with a land survey, at this time council doesn’t see any issues with selling the land but needs the survey. Tauer said there is an old well on the city land they want to purchase. Clerk stated they city would need the footage of the land to set a price. Sagstetter’s asked who the city used for surveying Vee and Clerk said Bolton and Menk. Hensch thanked the city for putting council minutes on the city website. Hensch asked about the budget being posted, clerk said she would have to check into that, Hensch also asked about city ordinances at the library. Hensch informed the city that the REA has grants available. Hensch asked why property taxes went up, clerk stated due to Summit Street project and overall price increase to the cities budget. Hensch brought up concerns about garbage cans being on the street, Rohlik asked if the city would make ordinances about parking on the street, Vee said no it should be common sense that you don’t park by the garbage cans on garbage day. Rohlik and Hensch brought up that the city clerk said there was a fee for data request fee, they stated that there are state statutes that the city can’t charge for data requests. Hensch asked about the city increasing water and sewer rates 9.00 in one year. Clerk stated there was a 3.00 water and 3.00 sewer increase in 2022 and an increase in July 2023. The rate increase is based on the city auditors report that was given at the June meeting; Hensch was in attendance at that meeting.

Muni – Garth Carlson is challenging the sale of the MUNI, clerk sent the email on to the city attorney, he has tried calling Garth no answer. Clerk stated two of the main issues Garth has is the winner didn’t put money down, clerk has a $10,000 check from them. Garth also stated they are not paying closing costs, clerk stated they are paying all closing costs, Jenna and Mike said that during the meeting. Geiger said that it was stated at the meeting before bids were opened the council would not just take the highest bid and would pick the bid that is best for the city, clerk said that is correct it’s in the minutes. City attorney has sent over the purchase agreement and needs more information from the buyer.

Library- Amy and Clerk gave update. Insurance company has denied the claim on the roof. Clerk attached report to council packet. Damages not covered: The cost to repair or replace faulty workmanship, materials, construction or design. Damages caused by: Rust, corrosion, decay, deterioration, defect, settling or shrinking wear and tear. There are two bids to replace the roof and one bid to repair the inside. Mike Hanson Roofing came in at 16,240 for just the roof. Netzke Construction came in at 11,434.74 for the roof and inside. Miller asked if the bids are comparable, Tauer said they looked comparable. Netzkes bid included putting the overhang back on and OSB under the tin. Larson said the overhang should not be put back on, Larson also stated he thinks putting down OSB was a good Idea council agreed. Library board made a motion on July 5th to use the 13,831.67 in the building fund to replace the roof. Larson made a motion to award the bid to Netzke construction. Seconded by Miller Motion passed, bid awarded to Netzke Construction.

Fire Department- Larson gave update. Checkbook balance is 75,103.06, invoices paid, REA 124.00, NUVERA 45.00, Hanska Repair 1124.99, Adapt Health 111.86, they are looking into the bill at Adapt Health FD didn’t get charged for tank rental before. Work on the concrete slab has started, concrete will be poured July 11th. FD removed old concrete saving the FD 3500.00. FD is sending members to help at the Brown County Fair tractor pull in August. CRC and CoBank are donating 5,000 to the FD to use for equipment. Possibly getting internet donated by NUVERA. 2 trucks went to the Madelia parade on July 7th. Next meeting is July 17th at 5:45.

Public works- Tauer gave the update. Empire Pipe jetted out storm sewer and placed a camera in two lines. A resident had called and said their yard had a dip in it. Empire Pipe found no issues with the line. Tauer has been working on EDA #4 this apartment is vacant as of June 30th. Previous tenant left some damage. Living room carpet has to be replaced, full of stains and strong odor, two ceiling fans, storm door, blinds have to be replaced. Apartment needs to be painted and shower was left dirty. Vee asked if they city can get any more money for damage, Geiger said to cut the loss the city can’t keep spending money to try and get money. Travis is going to call MR Paving to get estimates to repair the payment by the fire station and the water main break on Viking Ave.

City Clerk- 8 water shut offs were sent out in July. Clerk submitted the Southern MN Small Town Cities grant for the community center the grants will be awarded by August 13th, this is up to a $10,000 matching grant. Clerk prepaid for 3,600 gallons of LP at $1.58 per gallon. Clerk found a grant through LMC and MN Historical Society and is looking into and if the city can apply for them. Clerk found a fitness equipment grant for the park the city match was too high to apply for the grant. EDA #4 tenant is out and wanted their damage deposit back, they were told no due to damage in the apartment. The new water and sewer rates took effect on the June 30th billing. Rates are: Water base 30.90, 3.20 per 1000 gallons, sewer base 16.54 1.60 per 1000 gallons. City received 1875.00 in fireworks donations. Donations requests were sent out for Hanska Night Out. Clerk brought the numbers for alley maintenance. 2206.58 just on gravel, this does not include the cost of fuel for the dump truck, tractor and Kubota, or the wear and tear on the equipment. These numbers had been asked for at the June 12th 2023 meeting. Clerk asked the council what they thought about lighting up the park for Christmas, council liked the idea. Clerk will see if she can get donations of lights for the park.

Geiger made a motion to approve Resolution #2023-6 A Resolution Accepting Donations from Residents and Business 4th of July and BC Flowers. Seconded by Larson. Motion Passed

Miller made a motion to approve Resolution #2023-7 A Resolution Approving Updated Building Permit Fee Schedule. Seconded by Geiger. Motion Passed.

Council – Larson said the legs on the score board are bad wood rot and should be replaced. Miller asked who was paying for the year end party for T-ball, Kjelshus said to take it out of the baseball fund. Geiger asked about the dog that bit a little girl and if the city has any responsibility, the parents of the girl do not want to press charges or see the dog put down. Clerk said the responsibility would be on the owner and should have insurance, the family of the little girls needs to be the one to file a report and have the dog marked as aggressive. Vee talked about the issues with recycling blowing all over, a resident sent in pictures recycling laying in the ditch. Vee was going to talk to RVS and the county again to see if anything can be done.

Hanska City Council – Regular Meeting

June 12, 2023

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present Vee, Geiger, Miller, Kjelshus, and Larson. Members absent: None

Geiger moved to approve the agenda. Seconded by Miller. Motion passed.

Sara Oberloh – Presented the 2022 audit. Sara went over the opinions of the audit. Audit standard follows government outlines. The audit looks at the city as a whole, total assets governmental and business type is 5,520,316. This includes buildings, land, machinery, equipment, infrastructure and all receivables. Total liabilities are 3,437,090, cities total net position is 2,116,727. There are 3 levels of audit findings, City of Hanska has one only Clerk/Treasurer there are no separations in duties, clerk takes on the role of 6-8 positions/people. Audit finds no legal issues; city is in compliance with Minnesota/Government Standards. Audit did find deficiency in the water and sewer funds, 5,500 water loss and 7,798 in sewer loss. Water and sewer income and expense should be even or positive. 97% of funds are in the general account, council should earmark funds to different accounts. General account was down from 2021 due to 2021A project funds came in 2021 and spent down in 2022. MUNI funds can be closed down and transferred to city side for use. Sara went over different USDA and PFA grants and loans. The City of Hanska needs to prepare for upcoming projects and city repairs. Sara noted the city needs to increase the utility rates for water and sewer.

Open Citizens Comments: 3 citizens in attendance. They asked about the minutes and agenda being posted online, clerk said she can do this but they will always be a month behind due to council having to approve the last month’s meeting minutes. Clerk said the agenda is harder to post, there is a basic agenda that council approves at the beginning of a meeting, and she doesn’t know what each department has for their report. All 3 citizens had concerns about garbage cans being put on city streets and not alleyways. They felt that they city didn’t inform them, there was going to be a change. Citizens said they should have been told about this and been able to attend that meeting. One said that waste management didn’t make the choice to put the cans on the street and the city did. Council member Geiger said RVS made the decision to put the cans on the street due to new trucks with an arm not being able to fit in the alleyway. Council then decided to have all cans on the street to help keep the maintenance cost of the alleys down. One citizen said they wanted to know how much this really saves the city by not having big trucks in the alley. Clerk said that most cities do not plow or maintain alleyways that’s the homeowner’s responsibility, the city is providing an extra service and is trying to keep the cost down. One citizen said the city should contract for garbage and just have one company in town. Clerk said there are two issues with that. One half the residents would be upset with the company the city picks. Second the clerk would have to start collecting the garbage fees on the utility bills. There are residents that don’t pay their bills now and will not pay the garbage bill. Clerk said that when residents don’t pay their bill there are times the city attorney has to get involved, this adds to the legal fees for the city and these amounts get passed on to the resident’s property taxes.

Geiger moved to approve minutes from May 8th and May 31st meeting. Seconded by Larson. Motion passed

Muni- Clerk gave an update. Clerk talked with Michael about the purchase agreement. They are working with other bar owners to get guidance on what name to purchase the building. There will be one name for the building purchase and a different name for the bar. Council asked what amount the earnest money should be, clerk said it should be $10,000 due to the other offer willing to put down that amount. Council agreed to $10,000 earnest money.

Library- Mayor Vee and Clerk gave update. Building needs major repair, water has been leaking in on one wall, insurance is working with Service Master to remove the sheetrock, tin, insulation. Service Master thinks part of the celling needs to be removed. Insurance brought in an engineer to look at all city buildings, insurance is waiting on the report to see how much if any they will cover on roof repair. Until this report comes back the city is in limbo. Amy is meeting with the county commissioners to try and get an increase in library funding.

Fire Department- Larson gave update. FD is redoing the concrete in front of the fire hall. FD would like the paving fixed in front of the FD. FD is getting bids and will talk to Lake Hanska, Linden township and City of Hanska about splitting the cost of paving. FD will be getting estimates to paint the FD building.

Public works- Tauer gave the update. Cities main well went down on Saturday May 10th. Tauer switched the city to the backup well and called Schaefer Well Drilling, they came out on Sunday and found a hole in the well casing, large rocks are getting into the well and can be passed through water lines. Schaefer Well came back on Monday to do a temporary fix. The city has two options. One to recase the well this would take the pipe down from 12 inches to 8 inches and reduce the gallons per minute, this is not the best option for the city. Second option is to drill a new city well, Tauer is getting the estimate for this. The city’s main well is from 1972 and the backup well is from 1946. Mayor Vee asked where the well would be drilled and can it be moved? Tauer said the well would need to be close to the pump house for chemicals. Tauer did say that if its moved city would need a new house and at that time maybe looking into the water treatment plant and water tower, the cost would be in the 5-million-dollar range. Council member Larson said that a large rock could damage a pumper truck. Vee said that it’s not an option for the city not to have a good main well and should move ahead with a well, council tabled this until next meeting and bids are in. Resident contacted Tauer on May 24th saying they have sewer backing up into their basement. Tauer called GSM and Clerk for assistance. Tauer and Clerk went to the home with GSM worker that night. The camera was placed into the sewer, the GSM worker found the blockage under the home owners’ floor and said it’s not the cities issue. GSM cleaned out the blockage. Homeowner is now refusing to pay the bill and says it’s the cities responsibility. Clerk talked to GSM and said that it is the homeowners bill based on what their employee found.

City Clerk- No water was shut off in May. 9 water shut offs were sent out in June. Sowers land purchase is taken care of. EDA tenant has been served the termination of lease and has until the end of June to be out. Clerk is working on the Southern MN Small Town Cities grant for the community center, this is a matching grant up to $10,000. City wide clean up went well but the city didn’t collect enough fees to cover the cost. City collected 3,894 and has spent 3,838 and still needs to dispose of tires. Clerk said the fee should go up by $1.00 council agreed. Clerk said the water and sewer rates should go up based on the audit report, council agreed to a 3% increase on base fee and 5% increase on usage fee. Clerk had ordinance number 95 building permit fees. Fee for less than 300.00 is 3.00, clerk said this amount doesn’t cover her time to issue a permit. Council said to change the fee to: up to 1,000, 10.00, 1,001 to 10,000, 20.00, over 10,000, 50.00, clerk will update ordinance and bring to the July meeting for approval. Fireworks permit is ready to go for the 4th of July. Clerk said she would like to try and get something going for the 2024 4th of July, food trucks, parade, music. Clerk is working with the insurance company and engineers on storm damage to the ball park, community center, library and club house. Community Center had shingles lift off and water leaking in the bell tower. DeAnn the insurance adjuster said the water damage in the bell tower has been going on for a while and that will be a separate claim from the storm damage. Club house roof is leaking, DeAnn has the bids for that and will let the city know how much if any amount will be covered. DeAnn is waiting for the engineer’s report, until that time everything is on hold.

Council – Larson said the resident who got a letter about his property approached him. Resident said they will have cars gone by the end of summer and thought their property was commercial. Clerk said the property is residential. Council member Geiger said this is his hobby and the property is looking way better than it did. Council member Larson and Mayor Vee both stated that the city does have ordinances and we need to enforce them. Council member Larson said if the city takes action maybe other residents will get their yards cleaned up. Council member Larson said to give them an extra 60 days to clean up their yard, council agreed.

Hanska City Council – Regular Meeting

January 10, 2022

6pm – Hanska Community Center

Regular Meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom and Larson. Members absent: None

Miller moved to approve the agenda. Seconded by Geiger. Motion passed.

Geiger moved to approve minutes from December 13, & 29, 2021 meeting. Seconded by Strom. Motion passed.

Larson moved to approve City and Muni claims. Seconded by Strom. Motion passed.

Muni – Manager Melissa Grote was present. Grote has been cleaning the ice machine she must empty all ice to do this, back hurts when done with this. Grote got an estimate from Draft Services for $110.00 per hour for Ice machine cleaning and sanitizing. Grote will get on the schedule for cleaning. Meat raffle is going well, going to keep at 1 time a month possibly go to 2 per month. They don’t want to do too many; people will tire of it. Entertainment was talked about; council wants to wait until it gets warmer. Lights continue to be left on at night, note by alarm? Plexiglass on window needs to be installed yet. January 29th fishing contest on Lake Hanska, extra bartender maybe needed.

Library – 4 fundraisers scheduled for 2022. 4/23/2020 craft fair with food truck, (possible food truck will go to Muni when done). Wine Pull, craft fair and spaghetti dinner. Bob Fitter will fix the siding on the back for $300-400. Travis is working on the ventilation in furnace room.

Public Works – Sidewalks on Broadway- 2 residents will receive a $75.00 fee. City Clerk will send letters to main street property owners, let them know they need to be removing their own snow. There will be a $75.00 fee if City removes snow. Blair property – Hjerpe did the repair for $2000.00. Travis has not been able to check the meter. Darla Colebank will be contacted about cleaning the Community Center and Club House. Council would like to see what she would charge. Council approved the purchases of 5 AED boxes for 568.54. Council approved the installation of outlet under the City Clerks desk, change to 4 plugs.

Resolution 2022-1 Stating Annual Designations was passed after roll call conducted. All members voting yes.

Resolution 2022-2 Access to Bank Accounts was passed after roll call conducted. All members voting yes.

City Clerk – Ice Rink- Evan Fischer was hired to work the warming house. Evan can only work limited hours. City is having a hard time finding someone to work the warming house. Clerk checked with another city and they don’t staff the warming house, security cameras are up. Clerk will check into the cost of security cameras for the warming house. Clerk will get signs with warming house rules and City is not liable sign. Unpaid utility bills have been added to property taxes. Vicki Strassburg says she is disputing the 985.00 bill for water main repair. She says they never gave permission to do the repair. Clerk will send her copies of text message that shows she did give permission.

Landis Froehling – Wants to sell half of the building at 114 Broadway. Froehling will keep the 114 half and continue renting to the post office.

Muni – Manager Melissa Grote was present. Ice machine has not been working since 1/29/22. Grote cleaned the machine and Travis Tauer cleaned out the lines, machine is still icing over.

Grote has been purchasing ice from Ampride. Grote called Midwest Refrigeration they can’t come for a couple of weeks. Grote will see if she can get ice delivery until an ice machine can be purchased. Artic Ice or Waterville Ice. Grote will get 3 estimates for ice machines. KNUJ is doing town interviews on February 18th. Muni will trade 3 pizzas for advertising. Grote got quotes for purchasing and leasing ATM’s. Purchase price $7,287.10-8,734.55, lease price $265.00-$285.00 per month plus maintenance contract. Geiger will talk to owner of Hermel Vending to see if they will bring an ATM back to MUNI. Hermel previously said no due to theft of last ATM. Turkey association would like to do BAR BINGO, City Clerk will check into if the MUNI can have two different gambling organizations. Becky Vee attended meeting to bring up entertainment at MUNI. Becky Vee brought up Wine/Beer tastings, Chill cook off. Vee made a motion to approve $500.00 a month for entertainment. Seconded by Strom. Motion passed.

Library – Spring Fling Craft Show is 4/23/2022. Taco Truck will be there, maybe donuts waiting on license info. Clerk is getting cost of MN Paddle Shirts to sell at Spring Fling. 100-125 in different sizes, more on the larger side. 4 boxes of books and history memorabilia were donated to library. Some items will be displayed at library, the rest will be stored at the community center.

Fire Dept – Ice Fishing contest has the biggest turnout. Purchased new jaws of life.

Public Works –5 AED boxes have been installed. Shop – bids for shop expansion are in. Haala 22×30 $29,000, 24×50 $37,000. Robert Fitter 22×36 $13,500, 24X50 $20,500. Clerk will look into if reserves can be used in 2022 for shop expansion or if it needs to be put on the 2023 budget.

City Clerk – Clerk brought quotes for security cameras for city warming house. Larson made motion to purchase Amcrest 4k security camera system. Second by Geiger. Clerk will talk to City Attorney about how to proceed with Strassburg. Clerk will check into petty cash.

Council tabled employee handbook until next meeting when there is a full council.

EDA – Nelson wants City of Hanska to put in a walk-in shower. After discussion the City of Hanska will not pay for the installation of a walk-in shower.

Muni – Manager Melissa Grote was absent. Vee gave Muni update. Ice machine was serviced by Midwest Refrigeration and is working. Midwest did an acid cleaning on the ice machine and recommended that the ice machine is cleaned/serviced every 6 months. Vee would talk to Muni manger Grote about this. Council would also like to have the ice machine at the Bowling Alley looked at by MW and find out its condition. Old Chrome Band will play on April 23rd, cost of band it $300.00.

Library – Library Director Lisa Doege is looking for another job. Spring Fling Craft Show is 4/23/2022. 17 vendors registered. City of Madelia along with business have donated items for a silent auction.

Public Works –Shop expansion will be added to the 2023 budget. Railroad Ave-road is getting pretty bad. Tauer was able to get into Blair residence, water meter is not working, but isn’t damaged.

City Clerk – Shirts and Hoodies have been ordered for Spring Fling. Sale price was set for hoodies/t-shirts.

Adult hoodies – $35.00, Adult T-shirts – $18.00

Kids hoodie – 25.00, Kids T-shirt – 10.00

Clerk said no one has paid the $75.00 snow removal bill. Clerk is checking into the order status of end points.

After discussion with Tauer and clerk about vacation and sick time, council made the following changes to City of Hanska’s employee hand book.

4 weeks of vacation after 10 years. 10 days of sick time per year. Sick time will be prorated for the remainder of the year. Clerk was informed of yellow dog running around, owner is 202
