Hanska City Council – Regular Meeting

September 12th, 2022

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Pledge of Allegiance was recited.

Geiger moved to approve the agenda. Seconded by Strom. Motion passed.

Travis from Bolton and Menk was present. Final pay request of $10,765.82 was received, this will close out the contract and start the two-year warranty. Council approved the final pay request. There will need to be a public hearing before the next council meeting, after final assessments can be sent to brown county, these will be at 3.25% for 20 years. Matt and Travis will take care of the notice in the paper, along with a letter to the residents on Summit. Residents, 65 and older, military or persons with disabilities and income restrictions can ask for a payment deferral, until they sell the house.

Miller made a motion for Resolution 2022-6 3.25% Declaring Cost to be Assessed at 20 years. Geiger 2nd the motion. Resolution passed with all in favor.

Strom made a motion for 2022-7 Resolution for Hearing on Proposed Assessment, Tuesday October 11th at 5:30pm. Larson 2nd the motion. Resolution passed with all in favor.

John Stovall attended. Stovall wants to put an LED light on the pole behind is property across the alley. Stovall has had two break-ins and is hoping the light will help. Stovall talked to the REA and was told it’s up to the city. Council wants more information, who pays for the installation, the monthly cost, are all residents in that area okay with this light being put up?

Geiger moved to approve minutes from August 8thth 2022. Seconded by Strom. Motion passed

Larson moved to approve City and Muni claims. Seconded by Strom. Motion passed.

Muni- Katie MUNI manager was present. Katie has Halloween drink specials through the end of October. A spin wheel was donated, manager is going to put different drink specials and games on the wheel. DJ is booked for October 29th, manager will make ads for Facebook and to hang up. Bartender Dan is not coming back to work. Katie will talk to staff about cleaning the bar.

Library- Mayor Vee gave update. Concrete slab and sidewalk are done, gazebo will be moved on Friday. Wine pull is moved to October 14th 5:30-7:30, and beer and cider tasting is November 18th 6:30-8:30.

Public works- One pump got clogged at the Lift Station and had to be fixed. 23 water meters have been installed. There is a leak at a curb box, repair can wait until spring. 3 companies had been called for alley paving estimates only M&R showed. 2 bids 19,210 for

1st St. W. to 2nd St. W. and 27,994.27 for alley Between Broadway and Summit from 2nd St. W. to 4th St. W.

City Clerk- Clerk brought up council talking to MUNI manager Katie about job duties. Clerk had a resolution for joint powers agreement, between City of Hanska, St of MN, Department of Public Safety and City Attorney. What this agreement does is allow city attorney to work on behalf of the city and public systems.

Miller made a motion for Resolution 2022-5 RESOLUTION APPROVING STATE OF MINNESOTA JOINT POWERS AGREEMENTS WITH THE CITY OF HANSKA ON BEHALF OF ITS CITY ATTORNEY AND POLICE DEPARTMENT. Larson 2nd the motion. Resolution passed with all in favor.

Clerk brought the 2023 budget and proposed tax levy. Clerk said that all line items have gone up. Clerk checked with companies the city does business with and got the rate increases for the 2023 year and adjusted the budget accordingly. Clerk and Tauer went item by item on public works and adjusted each line item according to the maintenance schedule. Clerk stated that there was nothing that could be taken off the budget. 2023 proposed budget is General Fund Revenues of $296,399.94 and Expenditures of $ 315,537.42 with a General Fund Balance of -$19,137.48. Council approved the budget, with the note of using savings if the cost of items didn’t go down. Clerk presented the 2023 Proposed Tax Levy.

Strom made a motion for Resolution 2022-4 A RESOLUTION APPROVING THE YEAR 2022 PROPOSED TAX LEVY COLLECTIBLE IN THE YEAR 2023. GENERAL USE $137,500

BONDED DEBT SERVICE $ 151,000

TOTAL LEVY $288,500

Larson 2nd the motion. Resolution passed with all in favor.

Open- Mayor Vee said that paint was donated to paint the Bandstand, a group has volunteered to paint it. Strom asked if the doors on the 2nd floor of community center could get scraped and painted. Tauer asked if he could make the fence around his yard 8 feet, council agreed that was okay.

Larson made a motion to adjourn, Miller seconded, meeting was adjourned at 7.28pm.

EDA

Vee called to order at 7:28

Clerk asked for a rent increase starting January 1st 2023. Council talked about a $25.00 or $50.00 rent increase. EDA is getting older, new windows will need to be put in along with other basic maintenance. Larson made a motion to increase EDA rent by $50.00 starting January 1st 2023. Geiger 2nd motion passed.

Miller made a motion to adjourn, Geiger 2nd meeting was adjourned at 7:39pm
