Council Minutes 1.10.22

Hanska City Council – Regular Meeting

January 10, 2022

6pm – Hanska Community Center

Regular Meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom and Larson. Members absent: None

Pledge of Allegiance was recited.

Miller moved to approve the agenda. Seconded by Geiger. Motion passed.

Geiger moved to approve minutes from December 13, & 29, 2021 meeting. Seconded by Strom. Motion passed.

Larson moved to approve City and Muni claims. Seconded by Strom. Motion passed.

Muni – Manager Melissa Grote was present. Grote has been cleaning the ice machine she must empty all ice to do this, back hurts when done with this. Grote got an estimate from Draft Services for $110.00 per hour for Ice machine cleaning and sanitizing. Grote will get on the schedule for cleaning. Meat raffle is going well, going to keep at 1 time a month possibly go to 2 per month. They don’t want to do too many; people will tire of it. Entertainment was talked about; council wants to wait until it gets warmer. Lights continue to be left on at night, note by alarm? Plexiglass on window needs to be installed yet. January 29th fishing contest on Lake Hanska, extra bartender maybe needed.

Library – 4 fundraisers scheduled for 2022. 4/23/2020 craft fair with food truck, (possible food truck will go to Muni when done). Wine Pull, craft fair and spaghetti dinner. Bob Fitter will fix the siding on the back for $300-400. Travis is working on the ventilation in furnace room.

Public Works – Sidewalks on Broadway- 2 residents will receive a $75.00 fee. City Clerk will send letters to main street property owners, let them know they need to be removing their own snow. There will be a $75.00 fee if City removes snow. Blair property – Hjerpe did the repair for $2000.00. Travis has not been able to check the meter. Darla Colebank will be contacted about cleaning the Community Center and Club House. Council would like to see what she would charge. Council approved the purchases of 5 AED boxes for 568.54. Council approved the installation of outlet under the City Clerks desk, change to 4 plugs.

Resolution 2022-1 Stating Annual Designations was passed after roll call conducted. All members voting yes.

Resolution 2022-2 Access to Bank Accounts was passed after roll call conducted. All members voting yes.

City Clerk – Ice Rink- Evan Fischer was hired to work the warming house. Evan can only work limited hours. City is having a hard time finding someone to work the warming house. Clerk checked with another city and they don’t staff the warming house, security cameras are up. Clerk will check into the cost of security cameras for the warming house. Clerk will get signs with warming house rules and City is not liable sign. Unpaid utility bills have been added to property taxes. Vicki Strassburg says she is disputing the 985.00 bill for water main repair. She says they never gave permission to do the repair. Clerk will send her copies of text message that shows she did give permission.

Council Minutes 2.14.22

Hanska City Council – Regular Meeting

February 14, 2022

6pm – Hanska Community Center

Regular Meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Strom and Larson. Members absent: Miller

Pledge of Allegiance was recited.

Strom moved to approve the agenda. Seconded by Geiger. Motion passed.

Landis Froehling – Wants to sell half of the building at 114 Broadway. Froehling will keep the 114 half and continue renting to the post office.

Strom moved to approve the sale of half of building. Seconded by Larson Motion passed.

Geiger moved to approve minutes from January 10th, 2022 meeting. Seconded by Larson. Motion passed.

Larson moved to approve City and Muni claims. Seconded by Strom. Motion passed.

Muni – Manager Melissa Grote was present. Ice machine has not been working since 1/29/22. Grote cleaned the machine and Travis Tauer cleaned out the lines, machine is still icing over.

Grote has been purchasing ice from Ampride. Grote called Midwest Refrigeration they can’t come for a couple of weeks. Grote will see if she can get ice delivery until an ice machine can be purchased. Artic Ice or Waterville Ice. Grote will get 3 estimates for ice machines. KNUJ is doing town interviews on February 18th. Muni will trade 3 pizzas for advertising. Grote got quotes for purchasing and leasing ATM’s. Purchase price $7,287.10-8,734.55, lease price $265.00-$285.00 per month plus maintenance contract. Geiger will talk to owner of Hermel Vending to see if they will bring an ATM back to MUNI. Hermel previously said no due to theft of last ATM. Turkey association would like to do BAR BINGO, City Clerk will check into if the MUNI can have two different gambling organizations. Becky Vee attended meeting to bring up entertainment at MUNI. Becky Vee brought up Wine/Beer tastings, Chill cook off. Vee made a motion to approve $500.00 a month for entertainment. Seconded by Strom. Motion passed.

Library – Spring Fling Craft Show is 4/23/2022. Taco Truck will be there, maybe donuts waiting on license info. Clerk is getting cost of MN Paddle Shirts to sell at Spring Fling. 100-125 in different sizes, more on the larger side. 4 boxes of books and history memorabilia were donated to library. Some items will be displayed at library, the rest will be stored at the community center.

Fire Dept – Ice Fishing contest has the biggest turnout. Purchased new jaws of life.

Public Works –5 AED boxes have been installed. Shop – bids for shop expansion are in. Haala 22×30 $29,000, 24×50 $37,000. Robert Fitter 22×36 $13,500, 24X50 $20,500. Clerk will look into if reserves can be used in 2022 for shop expansion or if it needs to be put on the 2023 budget.

City Clerk – Clerk brought quotes for security cameras for city warming house. Larson made motion to purchase Amcrest 4k security camera system. Second by Geiger. Clerk will talk to City Attorney about how to proceed with Strassburg. Clerk will check into petty cash.

Council tabled employee handbook until next meeting when there is a full council.

EDA – Nelson wants City of Hanska to put in a walk-in shower. After discussion the City of Hanska will not pay for the installation of a walk-in shower.

 

Council Minutes 3.14.22

Hanska City Council – Regular Meeting

March 14, 2022

Muni – Manager Melissa Grote was absent. Vee gave Muni update. Ice machine was serviced by Midwest Refrigeration and is working. Midwest did an acid cleaning on the ice machine and recommended that the ice machine is cleaned/serviced every 6 months. Vee would talk to Muni manger Grote about this. Council would also like to have the ice machine at the Bowling Alley looked at by MW and find out its condition. Old Chrome Band will play on April 23rd, cost of band it $300.00.

Library – Library Director Lisa Doege is looking for another job. Spring Fling Craft Show is 4/23/2022. 17 vendors registered. City of Madelia along with business have donated items for a silent auction.

Public Works –Shop expansion will be added to the 2023 budget. Railroad Ave-road is getting pretty bad. Tauer was able to get into Blair residence, water meter is not working, but isn’t damaged.

City Clerk – Shirts and Hoodies have been ordered for Spring Fling. Sale price was set for hoodies/t-shirts.

Adult hoodies – $35.00, Adult T-shirts – $18.00

Kids hoodie – 25.00, Kids T-shirt – 10.00

Clerk said no one has paid the $75.00 snow removal bill. Clerk is checking into the order status of end points.

After discussion with Tauer and clerk about vacation and sick time, council made the following changes to City of Hanska’s employee hand book.

4 weeks of vacation after 10 years. 10 days of sick time per year. Sick time will be prorated for the remainder of the year. Clerk was informed of yellow dog running around, owner is 202

Council Minutes 4.11.22

Hanska City Council – Regular Meeting

April 11, 2022

6pm – Hanska Community Center

Regular Meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom and Larson. Members absent: None

Pledge of Allegiance was recited.

Geiger moved to approve the agenda. Seconded by Miller. Motion passed.

Steve & Kelly Olson were present – Olson’s would like to put up at 44x100x22 shed on parcel ID 00702400102020, 302 West 4th ST. Yard will be landscaped, some trees maybe relocated and new ones added. Building will have security, sewer, water and electric will be added at a later time. Council approved building permit, Olson will stop at City Hall to pay and pick up permit.

Megan Anderson was present – Anderson bought half of the building on 114 Broadway. Anderson will be opening up a coffee shop, bakery. Coffee and rolls in the AM. Anderson does not have an opening date at this time.

Dillion Brueske was present – Brueske wants to put up a 7-foot fence on the side and back of his property located at 102 East 1st St E. Fence would be treated wood, 4×4 in cement. City Ordnance 95.03 RESIDENTIAL REGULATIONS. Side and rear yard requirements. No fence or wall located in a side or a rear yard shall be of height exceeding four feet, measured from its top edge to the ground at any point. Larson moved to approve a variance for 7-foot fence. Seconded by Geiger. Motion passed.

Bolton & Menk Derek Behrens was present – Behrens gave an update on the Summit Street project. 200 feet -100 block and 375 feet on the 200 block of sidewalk will be replaced. Last layer of asphalt and sod will be done. Last Work will start up the 2nd half of May and be completed by early June. Clerk will send letters to Summit residents telling them to contact Matt at Bolton & Menk if they want to have any additional work done on sidewalks or steps.

Geiger moved to approve minutes from March 14th, March 29th and April 1st, 2022 meetings. Seconded by Strom. Motion passed.

Miller moved to approve City and Muni claims. Seconded by Strom. Motion passed.

Muni – Clerk Moldan gave Muni update. New bartender Amanda P quit 4.11.22 without working one shift. Natalie Christianson applied for Muni manager Moldan will call to set up an interview. Joe will open the Muni at noon on Saturday 4.23.22 for Spring Fling-Taco Truck. Moldan has been doing the schedule, working with sales reps and deliveries, cleaning, staff issues, pall tabs – e tabs and cash drawer. Council moved to pay Moldan additional pay for Muni manger duties. 19.23 an hour Clerk salary divided by 2080 hours. Vee found Windschital Refrigeration to do ice machine cleaning, cost is less then Midwest. Vee will get them on a 6-month schedule. Vee is looking into additional entertainment for 4.23.22 3-5pm.

Library – Library Director Lisa Doege didn’t get the other job. Spring Fling Craft Show is 4/23/2022. Items have been donated for a silent auction. Tables will be set up on Friday April 22nd.

Public Works – 50 water meters are needed; clerk will order them for a total of $7905.00. There was discussion about moving the recycling to another location. Vee brought up having residents move garbage pickup from alleyways to main roads to help cut the cost of gravel/ maintenance. City Wide Clean up is scheduled for May 19th-21st. Flag rope broke again.

City Clerk – City Audit went well; Sarah will be at the June City Council meeting. Strassburg will make monthly payments and pay off the $985.00 by the end of the year. Clerk asked for help cleaning files up in the basement. Council approved hiring help for minimum wage.

EDA –Strom brought up windows leaking and ice buildup in the winter. Strom proposed replacing 4 front windows this year and the rest next year. Clerk will get 3 bids.

Council Minutes 5.9.22

Hanska City Council – Regular Meeting

May 9th, 2022

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 5:56pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Hanska Baseball association submitted a renewal of Liquor License. The Council approved this license through September 30th, 2022

Muni- Kate is stepping up and all council members were in favor of giving her an increase of pay. The council approved to have specials and snacks at the Muni on Friday, May 27th from 4-7pm. Special will be $3 light tap beers and rail drinks. There have been no new applications for the manager position.

Library- We are losing our Librarian mid-June. $1700 was made on silent auction at the Spring Fling event. There is a $3000 cost for delivery of books back and forth between libraries, so the board will decide what should be done with that in the future. Ann Grunet asked to join the library board. All council members were in favor of her joining. The board is talking about a spaghetti feed fundraiser for this fall.

Public works- Quality flow need new pump for pump station on Railway Ave. Cost will be $7881 for the new one. This money will come out of sewer fund. The guy who was teaching Travis how to install new water meters realized we needed 50 more meters to be replaced in order to work with the new system above the 50 meters that were already purchased. All members were in favor to have Travis order 50 more meters. Hanska is on the lower end for water base fees, the council will look into and discuss this more at the next meeting. Disconnect notices were sent out.

City Clerk- council approved the MN Pay Equity Management System to be sent into the state. Fireworks went up to $7200. All approved to have Fireworks on July 4th.

Open- Vee got quotes to put up a fence between community center stairs. Fence would be 6 feet and new landscaping would be put in front of the fence. Will discuss more at the next meeting. Vee talked to Planning and Zoning about moving the recycling bins. They will talk about options at their next meeting and get back to Vee. There was a crew patching the walls at the Bank, Vee asked them about the community center stairs. They are working on getting a quote to him.

Council Minutes 6.13.22

Hanska City Council – Regular Meeting

June 13th, 2022

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 5:59pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Pledge of Allegiance was recited.

Strom moved to approve the agenda. Seconded by Geiger. Motion passed.

Sara Oberloh presented the 2021 Audit. General fund is holding strong, water fund is in the positive, loss in sewer, rates will need to be increased. City has about $75,000 that can be used for projects. The money can also be moved to another account and keep building on that amount. The unmarked fund should be down to 35-50% if the city would want to go after grants.

Gene Smith – Smith wants to remove a portion of curb and gutter along his driveway. Council said this was okay as long as the removal is done correct and made to look nice. Smith also brought up the condition of yards in the City of Hanska. Clerk will get a list of address and send letters.

Travis Winter Bolton & Menk – Final pay request will be coming the in the next few weeks. Paving and cement work is finished up. After the final contract is closed there is there is a 2-year warranty.

Muni- Katie is the new MUNI manager. 2 new bartenders have been hired, Toni and Dan will be working every other Saturday. Katie brought up opening Monday and Tuesday, council wants to wait until bar is fully staffed and everyone is trained. Clerk has been working on adjusting all pricing on items. Some items were being sold for less than the cost paid for the item. Clerk set prices on higher end to cover the rising cost and fuel surcharges. Hours need to be changed in the Hanska Herald. Katie has been working on drinks for the 4th of July weekend.

Library- 2 interviews have been set for the library director position. September 16th is the wine pull October is spaghetti dinner. Summer reading program has started and numbers are up.

Public works- Ramp has been fixed on the Stabbur. Stabbur needs to be stained, council said hold off on that. Tauer is going to get mulch for around Hanska.

City Clerk- Clerk brought up raising water and sewer rates. Motion was made by Vee to add $3.00 to water and sewer rates, 2nd by Strom. Clerk talked about city wide clean up and adding a fee into the water bills that would cover the city wide clean up. Hanska residents can recycle any items at no addition charge, the amount will be covered in utility bills. Council approved a fee of $2.00. Clerk will contract fuel rates for winter.

Open- Geiger is working on grants for the community center.

Council Minutes 7.11.22

Hanska City Council – Regular Meeting

July 11th, 2022

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Pledge of Allegiance was recited.

Geiger moved to approve the agenda. Seconded by Miller. Motion passed.

Matthew Cole from Bolton & Menk – 4th pay request was sent for $136,778.00, final pay request will come in August. Sod has not hit 30 days, after 30 days a final walk-through will be done, and contract will be closed if there are no issues. After the final contract is closed there is a 2-year warranty. Job is $31,000 over the AS BID price, still within the 5% contingency. Final assessments will be done and public hearing will be scheduled. Cole will follow up on two different issues with City Residents. First issue a resident says water was sprayed into her open car. Second issue a resident says mud and water backed up into their basement.

Don Grams – Grams was representing the Zion Lutheran Church. Zion Church would like to have the alley paved. Cole from Bolton & Menk said they had done an estimate in 2016, Cole would update estimate and send to clerk. City does not have funds to pay for alley, City would have to look at ordinances and see about doing assessments.

Muni- Katie MUNI manager was present. New bartenders have all started, (Toni, Baylee and Dan). Katie is still looking for 1-2 more bartenders. Once bar is fully staffed manager would like to get a food license. Katie was been looking for DJs for a Halloween party. Cheapest one is $700.00, Larson and Geiger gave names of other DJs. Katie would like to get old pictures of MUNI and hang them up in the bar. 4th of July went well, most of the Jell-O shots sold, only about half of the cherries. Manager found an old MUNI logo and would like to get new MUNI clothing to sell.

Library- 2 interviews were done, Wendy McCarthy accepted the job as library director position. McCarty has been working on writing a grant. McCarthy wants the door painted, Anne Grunert said she would paint an open book on the door, Grunert will donate her time and supplies. Library board wants to add a cement slab for outdoor activities. Council brought up moving the gazebo from the park to the library.

Public works- Maguire Iron cleaned the Water tower, after the cleaning the plug was leaking. Maguire Iron will be back to replace the plug. Rocks had been dug out in front of EDA #2 due to bugs, Tauer will replace all rock. Tauer put up a camera by recycle bins, there have been no issues. If Tauer finds any items placed in recycling that shouldn’t be and has a good picture, the pictures can be turned over to planning and zoning. Planning and Zoning will turn the picture(s) over to Brown County Attorney.

City Clerk- Clerk sent out two water shut offs. One person is on a payment plan, missed 7/8/22 payment, if they don’t make a double payment on 7/15/22 water will be shut off.

Open- Vee brought up a veteran’s memorial park. A plaque, bench or stone could be placed there. Larson brought up moving the gazabo from the park to the open lot next to the library. Tauer will get bids for cement.

Council Minutes 8.8.22

Hanska City Council – Regular Meeting

August 8th, 2022

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Pledge of Allegiance was recited.

Strom moved to approve the agenda. Seconded by Geiger. Motion passed.

Don Grams – Grams was representing the Zion Lutheran Church and wanting an update on the alley. Mayor Vee said Bolton & Menk did not do an updated estimate, they City had the original estimate and the amount would only go up. At this time the City does not have the funds to cover the cost paving the alley. Grams brought up having a petition signed by everyone on the block. Clerk said this was okay all residents can pay for the paving of alley. Larson said to get 3 paving bids. Tauer will get 3 bids.

Geiger moved to approve minutes from July 11th 2022. Seconded by Larson. Motion passed

Muni- Katie MUNI manager was present. Katie booked a DJ for Halloween party on Saturday October 29th 2022, 7:00pm-11:00pm cost of $500.00. Gerry Horner contacted Katie about karaoke at the MUNI, the cost is $250.00 per time. Council was in agreement to book Gerry, Larson and Miller thought it was better to wait until fall/winter. Meat raffle will start in October. Katie asked if there should be 2 bartenders scheduled for events, council said yes. Bartender Dan is taking time off for personal reasons, Toni was off because of Covid. An interview for a bartender is scheduled for Wednesday August 10th at 3:30pm.

Library- Mayor Vee gave update. 3 estimates for concrete slab and sidewalk. Robert Fitterer’s bid was the lowest and can complete the work in two weeks. Miller moved to approve Robert Fitterer’s bid. Seconded by Strom. Motion passed. September 16th will be the wine pull and the craft show will be December 10th.

Public works- Tauer had no updates.

City Clerk- Clerk sent out fifteen water shut offs. Clerk brought up charging for park and rec, after discussion council didn’t think it was a good idea to charge. Clerk gave update on Hanska night out, Fire Dept, Ice Cream truck, Face Painting, Hotdog meal, Sweet Sisters, MN ST Patrol, Bounce Slide and kids games. Clerk is looking for more volunteers.

Open- Mayor Vee noted that the garage at 127 East 4th St Sowers is partly on the city’s property. Mayor vee wanted to know what should be done, council said let it be and if Sowers would sell the city will address it at that time. Vee brought up the condition of lawns in town, after discussion council didn’t make any decisions on how to address this.

Council Minutes 9.12.22

Hanska City Council – Regular Meeting

September 12th, 2022

6pm – Hanska Community Center

Regular meeting was called to order by Mayor Vee at 6:00pm. Members present: Vee, Geiger, Miller, Strom, and Larson. Members absent: None

Pledge of Allegiance was recited.

Geiger moved to approve the agenda. Seconded by Strom. Motion passed.

Travis from Bolton and Menk was present. Final pay request of $10,765.82 was received, this will close out the contract and start the two-year warranty. Council approved the final pay request. There will need to be a public hearing before the next council meeting, after final assessments can be sent to brown county, these will be at 3.25% for 20 years. Matt and Travis will take care of the notice in the paper, along with a letter to the residents on Summit. Residents, 65 and older, military or persons with disabilities and income restrictions can ask for a payment deferral, until they sell the house.

Miller made a motion for Resolution 2022-6 3.25% Declaring Cost to be Assessed at 20 years. Geiger 2nd the motion. Resolution passed with all in favor.

Strom made a motion for 2022-7 Resolution for Hearing on Proposed Assessment, Tuesday October 11th at 5:30pm. Larson 2nd the motion. Resolution passed with all in favor.

John Stovall attended. Stovall wants to put an LED light on the pole behind is property across the alley. Stovall has had two break-ins and is hoping the light will help. Stovall talked to the REA and was told it’s up to the city. Council wants more information, who pays for the installation, the monthly cost, are all residents in that area okay with this light being put up?

Geiger moved to approve minutes from August 8thth 2022. Seconded by Strom. Motion passed

Larson moved to approve City and Muni claims. Seconded by Strom. Motion passed.

Muni- Katie MUNI manager was present. Katie has Halloween drink specials through the end of October. A spin wheel was donated, manager is going to put different drink specials and games on the wheel. DJ is booked for October 29th, manager will make ads for Facebook and to hang up. Bartender Dan is not coming back to work. Katie will talk to staff about cleaning the bar.

Library- Mayor Vee gave update. Concrete slab and sidewalk are done, gazebo will be moved on Friday. Wine pull is moved to October 14th 5:30-7:30, and beer and cider tasting is November 18th 6:30-8:30.

Public works- One pump got clogged at the Lift Station and had to be fixed. 23 water meters have been installed. There is a leak at a curb box, repair can wait until spring. 3 companies had been called for alley paving estimates only M&R showed. 2 bids 19,210 for

1st St. W. to 2nd St. W. and 27,994.27 for alley Between Broadway and Summit from 2nd St. W. to 4th St. W.

City Clerk- Clerk brought up council talking to MUNI manager Katie about job duties. Clerk had a resolution for joint powers agreement, between City of Hanska, St of MN, Department of Public Safety and City Attorney. What this agreement does is allow city attorney to work on behalf of the city and public systems.

Miller made a motion for Resolution 2022-5 RESOLUTION APPROVING STATE OF MINNESOTA JOINT POWERS AGREEMENTS WITH THE CITY OF HANSKA ON BEHALF OF ITS CITY ATTORNEY AND POLICE DEPARTMENT. Larson 2nd the motion. Resolution passed with all in favor.

Clerk brought the 2023 budget and proposed tax levy. Clerk said that all line items have gone up. Clerk checked with companies the city does business with and got the rate increases for the 2023 year and adjusted the budget accordingly. Clerk and Tauer went item by item on public works and adjusted each line item according to the maintenance schedule. Clerk stated that there was nothing that could be taken off the budget. 2023 proposed budget is General Fund Revenues of $296,399.94 and Expenditures of $ 315,537.42 with a General Fund Balance of -$19,137.48. Council approved the budget, with the note of using savings if the cost of items didn’t go down. Clerk presented the 2023 Proposed Tax Levy.

Strom made a motion for Resolution 2022-4 A RESOLUTION APPROVING THE YEAR 2022 PROPOSED TAX LEVY COLLECTIBLE IN THE YEAR 2023. GENERAL USE $137,500

BONDED DEBT SERVICE $ 151,000

TOTAL LEVY $288,500

Larson 2nd the motion. Resolution passed with all in favor.

Open- Mayor Vee said that paint was donated to paint the Bandstand, a group has volunteered to paint it. Strom asked if the doors on the 2nd floor of community center could get scraped and painted. Tauer asked if he could make the fence around his yard 8 feet, council agreed that was okay.

EDA

Vee called to order at 7:28

Clerk asked for a rent increase starting January 1st 2023. Council talked about a $25.00 or $50.00 rent increase. EDA is getting older, new windows will need to be put in along with other basic maintenance. Larson made a motion to increase EDA rent by $50.00 starting January 1st 2023. Geiger 2nd motion passed.
